Bunkering is the highest-risk routine operation in the engine department. MARPOL Annex I sets the frame; discipline does the rest.
Before transfer
- Hold the pre-transfer conference and complete the ship/shore checklist.
- Confirm grade, quantity, temperature, and maximum pumping rate in writing.
- Plug scuppers, blank save-alls, rig the drip tray, post the SOPEP contact list.
- Sound all tanks; calculate maximum receiving volumes with margin.
During transfer
- Start at slow rate; verify oil is going to the intended tank before increasing.
- Maintain continuous communication and agreed stop signals.
- Sound and record at agreed intervals; watch for pressure spikes.
After transfer
- Draught survey and final figures; note protest if figures disagree.
- Retain the Bunker Delivery Note and a sealed MARPOL sample.
If in doubt
Stop the transfer. No schedule justifies an oil in the water.
